    if it were a ceiling bulb,a stepladder would most likely be the safest way to go, so definately a spotter, since 79% of home accidents involve a step ladder, another person (and we assume that all involved are able-bodied) to pass the new light bulb, retrieve the old one and to make sure the switch is on and aslo to check to see if it works, now if this happened at the workplace a supervisor would also be necassary, so i go with 3 at home and 4 at work!!
